Membership in defensive pacts is influenced by threat, a value for each realm that increases during expansion and decays slowly over time. Defensive pacts are one of the most annoying things i've ever had to deal with in this mod. Defensive pacts are only situationally annoying. Normal default difficulty, Charlemange start as a duke in Umayyads. I usually play with Defensive pacts off but it seems like none of the biggest empires in my game ever collapse.
